Francis was born in the June quarter of 1891 the son of Meshack Jowett and Mary Elizabeth Freeman. Francis was 1 week old at the time of the 1891 census, residing at 10 Cannon St, Burnley. Meshack 40 a beer seller, Mary 38, Margaret 14, Agnes 12, Caroline 9, all born in Keighley, Yorks., Ann 7 and Francis Meshack both born in Burnley..
In the 1901 census the family had moved to 31 Hirst St, Burnley. Meshack 47, Mary 49, Margaret 34, Agnes 22, Francis 10 and a boarder Frederick Whelan, who I suspect went on to marry one of their daughters (see 1911 census).
The family had moved to 10 Master St, Burnley by the time of the 1911 census. Meshack 58, Mary 59, Mary Ann 34, Francis 21 and Mary Whelan 10 their granddaughter. His parents had been married 39 years and had had 8 children 3 of whom had died.
Francis married Clara Riley in the Dec quarter of 1913 in Burnley.
Francis was captured at Craonne on the 27th May 1918, which is near the Chemin Des Dame in France. His POW papers gave his home address as 4 Moseley St.
From the Burnley Express dated 17th July 1918:
News has been received through the Red Cross that Private Frank Jowett of the West Yorkshire Regiment, is a prisoner of war in Germany and is well. He has been missing since 27th May. He joined the army 2 years ago and previous to enlistment worked at Stanworths Sawmills. His wife and Child, Who reside at for Moseley Street, have received a postcard since the one from the Red Cross, stating that he is well and a prisoner in Limburg. He has two brothers-in-law serving with the East Lancs: - Private William Mitchell, who is in France, and Private Fred Whelan, who is in England at the present time. Private Frank Jowett attended St Mary's Church.

News has been received of the death of private Frank Jowett 202703, of the 1/4th York Regiment, which resulted from intestinal catarrh, on October 28th 1918. He was taken prisoner on May 27th 1918 and died whilst in German hands. Previous to enlisting in September 1916, he worked at Stanworth Sawmills, Barden Lane. He leaves a widow and one child who live at 4 Mosley Street Burnley. He attended St Mary's RC Church.
Lived on 4 Mosley Street.
Francis left his effects to his widow Clara. They had a son Frank who was born 14th Aug 1916.
Francis was buried in Berlin South Western Cemetery, Germany: Grave Ref; XVI.B.2.
